• Strategies & Policies for Improving Local
Economic Governance
GV in Collaboration with The Asia Foundation (TAF) made a presentation
in Colombo on Monday March 15, 2010 at an invitees-only meeting
on “Strategies & Policies for Improving Local
Economic Governance.” The participants included senior
officials and representatives from the Ministry of Enterprise Development
and Investment Promotion, Ministry of Local Government and Provincial
Councils, Provincial Councils, Local Government Authorities (LGA)
and Trade Chambers. The National Enterprise Development Authority
(NEDA) organized the meeting.
The TAF/GV presentation was based on intensive field research
on Local Economic Governance conducted in a sample group of municipal
councils and urban councils. The highlight of the TAF/GV presentation
was a set of actionable proposals based on evidence-based research
that would help formulate a programme of reforms in local economic
governance to make Sri Lankan local government authorities more
investment and business friendly.
Traditionally local government authorities in Sri Lanka have functioned
mainly as basic service providers. The TAF/GV presentation includes
several proposals to make the provision of such services more efficient.
In addition the TAF/GV proposed a set of actionable ideas that would
make the LGAs an important development hub that is closest to the
community among the three tiers of government – Central Government,
Provincial Government and Local Government – in Sri Lanka.
We believe that LGAs are well placed to promote people-friendly
and equitable sustainable development in cooperation with the private
sector and the local population.
