Palitha Elkaduwa is a Member of the Board of Management and Consultant
at Global Vision. He is also the Managing Director of International
Centre for Research and Development PVT Ltd. which provides consultancy
services on researches, surveys, project planning, implementation
and monitoring to Public and Private Sector.
Elkaduwa obtained his BA degree from the University of Peradeniya,
Sri Lanka and Post Graduate Diploma in Public Administration from
the Sri Lanka Institute of Development Administration. He entered
the Sri Lanka Administrative Service (former Civil Service) in 1975
and started his career in the Public Service as an Assistant Government
Agent.
Throughout his Public Service of nearly 30 years, he held key senior
positions as Government Agent, Senior Assistant Commissioner of
Agrarian Services, Secretary, Ministry of Education (C.P.), Secretary,
Ministry of Industries (C.P.), Acting Chief Secretary (C.P.) and
Secretary, Ministry of Central Region Development (Cabinet Ministry).
While in service, he followed the LLB degree program of the Open
University (Sri Lanka) and has also followed many overseas training
programs such as Rural Development (South Korea); Preparation of
Development Projects (CIRDAP- W.B.); Education Management and Financing
(Australia); Traditional Crafts (Laos – WCC/UN); Tribal Development
(IFAD India); Project Planning (GTZ – IFAD); Sub-national
Level Planning (UNDP); Agriculture Products Marketing (PASE); Dry
Zone Settlement Planning (FAO UNDP); Financing Social Services Sector
(ADB); Diagnosis Analysis of Major Irrigation Schemes in Sri Lanka
(USAID- Colorado University); and Administrative Reforms and Devolution
of Power (Free Labour Institute).
He has a wide range of experience in handling foreign funded development
projects having functioned as the Head of the Implementation Agency
– Plantation Schools Development Program (SIDA); General Education
Development Project (W.B.); IRDP – Badulla (IFAD); NCP Rural
Development Project (ADB); PRDP – Anuradhapura (IFAD); REAP
– Matale (IFAD); ESSP – Kandy (GTZ); ESSP II –
C.P. (GTZ); and Rural Road Development Project, Central Region (JEBIC).
Elkaduwa was the Local Co-ordinator for the Diagnosis Analysis
of Major Irrigation Schemes in Sri Lanka and Leader of the trainers
who trained the divisional and local level Public Officers and representatives
of the Farmer Organizations (USAID).
Elkaduwa was instrumental for institutionalizing the Provincial
Councils in establishing new procedures, rules and regulations;
and also drafting statutes as a pioneer official who took over the
challenge under devolution of power process in Sri Lanka
Ranabima Royal College, Model school Kandy, Model school Kotagala,
Education Development Centres in Kandy, Vocational and Technical
Education Centres in Kandy and Sports School, Kandy are the reputed
institutions created by Elkaduwa.
He has organized several Workshops on National Integration (under
NIPU) and was a member of the Triple ‘R’ (Rehabilitation,
Reconstruction, Reconciliation) Action Committee handled by the
Prime Minister’s office in 2003
He has written several books, publications and articles on many
subjects, especially on local government and good governance. He
has conducted several surveys on needs of the Tsunami affected people
on behalf of International Centre for Ethnic Studies Sri Lanka.
He is also the Trustee of the Kandy Friend in Need Society and
a member of the World Craft Council.
